Abstract: Since decision 1/CMP.1 decided to initiate a process to consider further commitments for Parties included in Annex I for the second commitment period in accordance with Article 3, paragraph 9, of the Kyoto Protocol, international negotiation has been on-going through the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP), and 6 AWG-KP sessions have been held. The rule for LULUCF including CDM modalities for LULUCF has been one of hot topics within the negotiation process. This paper reviews and summarizes current progress and achievement, analyzes key issues under the topics in terms of shortcoming of rules in the first commitment period and identified options, and puts forward some suggestions deserved for consideration during following negotiation.
