摘要: 随着全球城市化进程加速,城市已成为碳排放的主体和应对气候变化的关键行动者。为系统引导城市低碳转型,以C40城市气候领导联盟为代表的国际组织及奥斯陆、伦敦、纽约等国际城市,逐步发展并实践了以“气候预算”为核心的城市碳预算管理体系。该体系将碳排放总量控制目标与城市治理流程(尤其是财政预算)深度融合,形成了“目标引领、数据驱动、行动支撑、多元共治、动态优化”的闭环治理模式。文中梳理了国际城市碳预算在方法论演进、实践案例、核心机制等方面的经验,总结了其在战略定位、数据基础、行动体系、资金保障、评估优化及协同治理等方面的关键做法。在此基础上,结合我国“十五五”时期全面实施碳排放总量和强度双控制度的政策背景,分析构建城市碳预算体系的启示并提出构建中国城市碳预算体系的建议,包括明确战略定位、实施数据工程、推动预算与规划和财政深度融合、构建闭环考核与动态优化体系以及引入气候一致性评估等,旨在为我国系统推进省市碳排放预算管理、压实各地区减排责任提供借鉴。

Abstract: With the acceleration of global urbanization, cities have become the primary source of carbon emissions and key actors in addressing climate change. To systematically guide urban low-carbon transitions, international organizations such as C40 and pioneering cities including Oslo, London, and New York have progressively developed and implemented an urban carbon budget management system centered on the concept of a "climate budget." This system deeply integrates total carbon emission control targets with urban governance processes (especially fiscal budgeting), forming a closed-loop governance model characterized by "target orientation, data-driven approaches, action support, multi-stakeholder collaboration, and dynamic optimization." This paper reviews international experiences in the methodological evolution, case studies, and core mechanisms of urban carbon budgets. It summarizes key practices in strategic positioning, data infrastructure, action systems, financial guarantees, evaluation and optimization, and collaborative governance. In the context of China’s comprehensive implementation of the dual-control system of total carbon emissions and carbon intensity during the 15th Five-Year Plan period (2026–2030), this paper analyzes the implications for developing an urban carbon budget system and proposes recommendations for establishing such a system in China, including clarifying strategic positioning, implementing data engineering, promoting deep integration of budgeting with planning and finance, establishing a closed-loop evaluation and dynamic optimization system, and introducing climate consistency assessments. The aim is to provide a reference for systematically advancing provincial and municipal carbon budget management and ensuring that all regions fulfill their emission reduction responsibilities.
