全球气候治理中公众参与的范式转型及中国路径

Paradigm transformation and pathways of public participation in global climate governance: the Chinese approach

摘要:

公众参与是提升气候变化应对有效性与合法性的重要机制。《巴黎协定》确立的“国家自主贡献+全球盘点”框架推动全球气候治理由自上而下的国家主导模式转向多主体协同、行动导向的自下而上模式,公众参与在减缓、适应和气候风险治理中的作用日益凸显。文中运用文献计量与规范分析相结合的方法,系统考察全球气候治理公众参与的范式演进、现实挑战与路径选择。研究发现:全球气候治理公众参与正经历从国家主导、边缘化参与的旧范式向制度化、数字化、行动化的新范式转型,但转型过程面临个体表达极化、多主体协同失衡和参与不平等等结构性困境;新范式的形成依赖于以《巴黎协定》为基石的制度空间拓展、气候风险社会化和数字技术赋能的共同推动;中国在为他国提供公众参与路径及价值参考的同时,应通过完善公众参与制度、强化气候风险沟通、推动社区适应行动、建设数字化参与平台和提升公众气候素养,深入拓宽本土化制度化的公众参与路径。本研究为完善气候变化应对中的公众参与机制提供理论参考和政策启示。

Abstract:

Public participation is a critical mechanism for enhancing the effectiveness and legitimacy of climate change responses. The “Nationally Determined Contributions+Global Stocktake” framework established by the Paris Agreement has driven global climate governance from a top-down, state-dominated model toward a bottom-up, multi-stakeholder collaborative and action-oriented approach, with public participation playing an increasingly prominent role in mitigation, adaptation, and climate risk governance. A combination of bibliometric and normative analysis is employed to systematically examine the paradigm evolution, practical challenges, and pathway choices of public participation in global climate governance. The findings reveal are as follows. Public participation in global climate governance is undergoing a transformation from the old paradigm characterized by state dominance and marginalized participation to a new paradigm featuring institutionalization, digitalization, and action orientation, though the transition faces structural dilemmas including polarized individual expression, imbalanced multi-stakeholder coordination, and participation inequality. The formation of the new paradigm depends on the collective impetus of institutional space expansion anchored by the Paris Agreement, socialization of climate risks, and digital technology empowerment. While providing pathways and value references for other countries, China should deepen localized and institutionalized public participation pathways by improving public participation systems, strengthening climate risk communication, promoting community-level adaptation actions, building digital participation platforms, and enhancing public climate literacy. This research provides theoretical references and policy insights for improving public participation mechanisms in climate change responses.
